CONSTITUTION
AND RULES FOR WINSLOW TOWN CRICKET CLUB
1.
GENERAL
(1) The Club shall be called “The
Winslow Town Cricket Club”.
(2) The object of the Club shall be
to encourage and promote the game of cricket.
(3) The Club shall only partake in
friendly matches subject to rule 1 (4).
(4) The Club shall enter knock-out
and other competitions at the discretion of the committee.
2.
MEMBERSHIP
(1)
Membership shall be open to playing and non-playing members.
(2)
There shall be no residential qualifications for membership.
(3)
Application for membership shall be made to the current Committee which
shall have power to accept or reject any such application without giving reasons
for so deciding.
3.
OFFICERS
(1)
The following shall be elected at the Annual General Meeting:- A
President, an unlimited number of Vice-Presidents, Chairman, Honorary Secretary,
Honorary Treasurer, Fixtures Secretary, Fund Raising Secretary, Sports Club
Liaison Representative (who will also sit on the Winslow Town Sports Club
Committee), Club Captain, Saturday First XI Captain and Vice-Captain, Saturday
Second XI Captain and Vice-Captain, Sunday First XI Captain and Vice-Captain,
Sunday Second XI Captain and Vice-Captain. In addition, two members of the Club
will be elected to attend General Committee meetings and assist the Executive
Officers (named previously) in the management of the Club.
4.
MANAGEMENT
(1)
The business of the Club shall be conducted by its elected officers. The
Officers shall be divided into two Committees:-
(a)
The General Management Committee, consisting of the Elected Officers with
the exception of the Captains and Vice-Captains.
(b)
The Playing Committee which will deal with all selection matters and routine
day-to-day playing items that arise during the playing season. This Committee is
to consist of all Captains and Vice-Captains. This Committee shall be chaired by
the Club Captain who will make a report of all decisions reached to the General
Management Committee.
(2)
3 Members of the Winslow Town Cricket Club Committee shall be nominated
by that Committee to represent the Club at Joint Committee Meetings with other
sporting bodies or organisations.
(3)
All members of the Committee shall be members of the Club at the time of
their election.
(4)
All members of the Committee shall be elected by ballot at the Annual
General Meeting or in accordance with Rule 4 (6 & 7).
(5)
The Committee shall have the power to co-opt from membership of the Club
to the Committee as they see fit.
(6)
Members of the Club eligible for election under Rule 4 (3) above must be
nominated by 2 Members at the Annual General Meeting.
(7)
If a number of nominations under Rule 4 (3 & 4) above does not exceed
the number of vacancies the members nominated shall be declared duly elected.
(8)
If the number of nominations under Rule 4 (3 & 4) above exceeds the
number of vacancies, ballot papers shall be prepared containing the names of
these members nominated for election. Ballot papers shall be distributed to all
members present at the Annual General Meeting and when appropriately marked,
shall be collected and the votes counted by the presiding Chairman. The result
of the election shall be by simple majority, i.e. the greatest number of votes
cast for a candidate. If in any election there is an equal vote, the Chairman
shall have the casting vote. The result of the election shall be declared before
the end of the Annual General Meeting.
(9)
Each term of office shall begin the day following the Annual General
Meeting and held until and including the next Annual General Meeting.
(10)In
the event of an office becoming vacant between one Annual General Meeting and
another, or a vacancy occurring on the Committee, the Committee shall have the
power to fill such vacancy.
(11)At
all Committee meetings, five members of the Committee present shall form a
quorum.
5.
CHAIRMAN
(1)
The Chairman shall take the Chair at Annual and Extraordinary General
Meetings except in accordance with Rule 13 (2). He shall also take the Chair at
Meetings of the Committee. In his
absence the Committee shall elect a Chairman from amongst the elected Officers.
(2)
The Chairman shall hold no other office in the Club.
6.
HONORARY SECRETARY
(1)
The Honorary Secretary shall keep, or cause to be kept, adequate records
of all the proceedings of Annual General Meetings and Extraordinary General
Meetings. He shall report on the Club’s activities to the Annual General
Meeting.
(2)
The Honorary Secretary shall, under the direction of the Committee in
Meeting, give all orders relating to the general management of the club.
7.
HONORARY TREASURER
(1)
The Honorary Treasure shall present the Club’s audited accounts and a
report thereon to the Annual General Meetings.
(2)
All monies received on behalf of the Club shall be paid to the Honorary
Treasurer, and he will pay all demands under the authority of the Committee in
Meeting.
(3)
All cheques tendered in payment shall be signed on behalf of the Club by
two of the following:- Honorary Secretary, Honorary Treasurer, or Chairman.
(4)
The Honorary Treasurer shall ensure that all statutory requirements
relating to paid servants of the Club are complied with.
8.
CLUB CAPTAIN
(1)
The Club Captain shall be responsible for chairing the Playing Committee
(4.1(b)). He will be responsible for conveying all decisions reached at Playing
Committee Meetings to the General Management Committee.
9.
HONORARY FIXTURE SECRETARY
(1)
The Honorary Fixture Secretary shall, under the direction of the
Committee in Meeting, arrange all fixtures.
10.
CAPTAINS
(1)
The Captains will be responsible for the conduct of their teams
throughout the duration of all matches. He will also be responsible for the
collection of match fees. He may co-opt players from outside the Club at his own
discretion in the event of no Club Members being available. The Captains
however, shall implement at all times the selection decisions of the Playing
Committee if at all practicable.
11.
VICE CAPTAINS
(1)
In the absence of the Captain, the Vice-Captain shall assume the
Captain’s duties.
12.
AUDITORS
(1)
The Auditors shall be appointed at the Annual General Meeting.
13.
MEETINGS
(1)
The Annual General Meeting shall be held not later than 31st March each
year.
(2)
The Chairman in office shall preside at an Annual general Meeting up to
the election of the Chairman when he shall stand down. The Chair shall then be
taken by the President, or in his absence the Secretary who shall conduct the
election of Chairman in accordance with Rule 4 section 7 & 8. The new
Chairman then so elected shall take the Chair for the remainder of the Meeting.
(3)
An Extra-Ordinary General Meeting may be called by the Committee at any
time provided that two weeks notice in writing is given to all Members. This
must be accompanied by an agenda.
(4)
Members may call an Extra-Ordinary General Meeting by submitting a
written request signed by five members to the Honorary Secretary. The Meeting
will then be called immediately in accordance with Rule 13 (3).
(5)
A General Meeting shall be held only if at least ten Members are present.
14.
SUBSCRIPTIONS
(1)
Each Member shall pay an annual subscription and the amount shall be
decided at the Annual General Meeting by a majority decision.
(2)
The subscription for Junior Members i.e. those receiving full time
Education, shall be less than the full membership subscription and the amount
shall be decided at the Annual General Meeting by a majority decision.
(3)
If a “Members” subscription is un-paid by the 31st May he will
receive notice from the Treasurer that if subscriptions are not paid within 14
days he will no longer be considered a member of the Club, subject to Rule 16.
(4)
New Members joining the Club after the 1st June shall pay a reduced
membership to be decided by the Committee and based upon period of active season
remaining.
(5)
Bona-fide visitors shall be asked to pay the same match fee as passed at
the Annual General Meeting by a majority decision.
(6)
Match fees will be decided at the Annual General Meeting by a majority
decision.
15.
CLUB TROPHIES
(1)
Club trophies will only be awarded to Club Members.
16.
TERMINATION OF MEMBERSHIP
The
Committee may terminate the membership of any person :-
(1)
At their discretion if the Member is considered in breach of any Club
rule.
(2)
Whose conduct is considered to be detrimental to his fellow Members or to
the Honour of the Club. Notice must be given in writing and will take effect
forthwith.
17.
AMENDMENTS TO THE CONSTITUTION AND RULES
(1)
Amendments to the Constitution and Rules may only be made at the Annual
General Meeting or Extra-Ordinary General Meeting. An amendment to the
Constitution will take effect only if two-thirds or more of the votes cast are
in favour.
